Constitutional phrase of the day: Bills of Attainder

A federal judge in Boston, where a lot of these cases seem to get filed, ruled yesterday the regime has to keep reimbursing all Planned Parenthood chapters for health services provided to Medicaid patients. In her ruling Judge Indira Talwani agreed with the non-profit that the provision in the Big Ugly Bill stripping it of funding was an unconstitutional Bill of Attainder. Being helpful, she even pointed the regime to the exact section in the Constitution (Art. 1, Sec. 9) that prohibits Congress from passing"bills of attainder," or punishments for doing something Congress doesn't like (the Constitution reserves punishment for the courts). To make sure the lawyers got the point, she quoted Republican Congressman on the floor talking about how they wanted to punish Planned Parenthood. Who knew: Words have meaning. But onto the headlines:
